Also see Martínez, Encinas, and Ávila note in A Survey of the Elliptic 
Curve Integrated Encryption Scheme ([1]): "… it is not possible to 
implement a software version compatible with all those standards [ANSI 
X9.63, IEEE 1363a, ISO/IEC 18033-2, SECG SEC-1], regarding both the 
specific operations and the list of allowed functions and algorithms".

Maybe that's what we are running into here.

I also learned Certicom's SecurityBuiler and RSA Data Securities BSAFE 
offers ECIES. But I can't test them because I don't have access to them.
