I've been thinking about the issues in the Visual Studio projects. A fresh checkout of R521 from SVN shows the build or conversion failures were happening as early as February, 2013. That indicates we have gaps in the engineering process.
I think we need a CI Server that performs a nightly build (if the source code changes). Since this is a sanity check, I think we only need to cover the major platforms, like Windows and Linux. I think we can defer on checking OS X, Cygwin and MinGW.
