Intel provides licenses for some of its software for Open Source 
contributors at 
https://software.intel.com/en-us/qualify-for-free-software/opensourcecontributor.
 
I believe anyone testing Crypto++ or making suggestion for improvement 
would qualify.

The engineering process includes compilers and platforms in an effort to 
maintain stability and security. Intel's ICC is ruthless about removing 
undefined behavior, so I regularly use it as a test case for Crypto++.
