Oh, I parsed that wrong the first time... My apologies.

The short answer is the Debian folks wanted it that way. I asked the 
question at "How to accommodate test files that move after installation?", 
https://lists.debian.org/debian-mentors/2015/09/msg00623.html. The response 
was sent to the list, but I cannot find it (its in my INBOX, though).
