MAC1 is a variant of HMAC. It makes use of the truncation as described in 
chapter 5 of FIPS-198 (
https://nvlpubs.nist.gov/nistpubs/FIPS/NIST.FIPS.198-1.pdf). This means in 
case of  IEEE1609.2: HMAC<SHA256> is used, but the output tag is only the 
leftmost 128bits.
