Actually, it doesn't depend. It *always* happens. Consider:
1. Project format in canonical VC6.
2. Open project in VS03.
3. VS03 requires "upgrade" of format, thus changing the information.
4. Next CVS update, CVS notices that files have changed.
5. There is no path between the two files, so CVS creates collision
conflicts.
