I build under Cygwin.  Three things you need to know.  First, be sure
to install cs-win32libs [1,2].  Second, copy all the dll's from the
dll directory of cs-win32libs to your build directory.  Finally you
may need/want to add "--with-freetype2=$LIBS_DIR" or
"--with-jpeg=$LIBS_DIR" as flags to your configure where $LIBD_DIR is
the root of you cs-win32libs directory.
