I think mostly we have been waiting to hear from Frank whether he
wants to do the work of augmenting cs-win32libs and preparing a new
package or if he would prefer that you (or someone else) do so.

At the very minimum, the cs-win32libs installation scripts need to be
updated to patch the ${prefix} variable in the .pc files.
Also, I would guess that, for robustness, Frank will want to have the
cs-win32libs build scripts auto-generate the .pc files rather than
having to maintain them manually, which requires some (hopefully
minor) modification to the build system for cs-win32libs.
