Considering that file is now up for a few months and was presumably
downloaded by lots of people, the fact that you now get an error
suggests that the problem is actually on your side.

Check the MD5 sum of the file. It should be
4ce11f5c8aa317c2687cc550ce3867d7. If that matches then perhaps it's some
Vista 'feature' preventing things to work (tho that would be new, no
other problems on Vista were reported yet).
