The reason is simple: some people prefer mailing lists, some people
prefer forums.

Historically, the mailing lists where there first. But for some reason,
a certain class of users seems to be prefer forums (even though they
have the drawback of requiring you to actively look for new posts
instead of having them just delivered to your inbox ;p).

Sounds reasonable.
Though it occasionally happens that certain questions are both ‘user’
and ‘developer‘ issues, or discussions turning from one into the other...
