Windows DLL search order: http://msdn.microsoft.com/en-us/library/windows/desktop/ms682586%28v=vs.85%29.aspx#search_order_for_desktop_applications – in short, if a DLL is not in the application directory, it's directory has to be added to PATH. That's how the Windows DLL loader works, it's not an issue particular to CS. -f.r.
