Subject: RE: Research Proposal

The ICT Taskforce met with the PM last monday. The PM had a real concern as
to the achievability of the target and the graduate supply constraint. The
Taskforce took her through what underpins the rational of the target,
firstly President Kennedy is not remembered as the man who said Americans
would fly half way to the moon by the end of the decade, New Zealand
currently has approximately half of the labour force engagement in ICT
compared to the OECD average and approximately half of the productivity (
value added per emmployee) as the OECD. If NZ achieved OECD average it
would exceed the target. Graduate (meaning people who have had ar least 3
years tertiary education so includes polytech 3 year courses)supply at
curent levels of output are sufficient for the industry to get to 6%of gdp,
productivity gains will be needed to get to 10%. The PM was very happy with
this explanation and after a discussion about the need to upskill the
knowledge our CEO entrepreneurs and what can be done in this space has swung
right around to being a champion of the ICT industry reaching out for the
target. We had our concerns about her knowledge wave commments but it
appears its was based on poor briefing by various Government officials who
did not bother to check out their views with the ICT Taskforce.

Regards Craig
