That falls under the general steam TOS- the same rules apply as every other game's workshop. There's a report button on the individual workshop page for every map.

What if someone uploads a map with assets from another commercial game for example, how do you report and have it removed? How can you protect your own content from being reuploaded? Shouldn't there be a way to give credit where due, and provide a source file (.vmt) ?
