You can decompile the map and make your own FGD of sorts by looking at their entities (they're pretty straightforward when you look at them) so you can start working on a map, just can't compile will have to wait for Valve on that. However you could mount the content in a fake mod and compile using that so you can get an idea of what your map will look like in game.
