Community servers don't support achievements. I do not think they will support
it in the future either.

I've noticed that I cannot earn achievements in my own server nor any other
community server I've joined. Is there a setting that is disabled by default,
preventing achievements from being earned? I can earn them just fine in valve
servers. I usually check just by getting a kill with any gun and seeing if the
kill count increments on the achievement page.
