I'm getting exactly the same problem in all the maps of my server. Classic Casual with 16 slots (maxplayers set to 16 in all maps), autoteambalance set to 1, bot_quota set to 10 and bot_quota_mode set to "fill". If I try to add 2 bots, I get the "Game is full" error and I think no more than 2 players can join to the server.
