Have you ensured that your firewall TCP port is open as well as UDP for RCON? e.g. A Cs:Go server running on port UDP 27015 needs to also have a rule for TCP 27015 in order for rcon to work.
Otherwise, start by installing HLSW on your local dedicated server and seeing if you can connect that way. Then you'll know if it's a network issue or a server one...
