Yes, you need Steam account that has CS:GO beta to install the server.

I hope you guys maybe able to help, I've currently trying to install
the dedicated server on Linux and all I get is:
Steam>app_update 740
ERROR! Failed to install app '740' (No subscription)
I've set force_install_dir but still doesn't work?
Will it only work for those on the Beta?
