In gamemodes.txt for ALL maps you have "maxplayers" more than 10? Try use "Find and replace" =) If this goes after updating/ validating through SteamCMD, looks at gamemodes.txt, some time this file replcaed when updating (and sometime not replacing - Valve, why you don't whant to use hldsupdatetool, users without csgo simple copying servers, and all works, but SteamCMD have many bugs and problems...)
