OB has known problems with the join-through-another-player option not working sometimes, due to a Steam bug related to the wrong IP being reported. I don't know if that same bug would exist in CS:GO, but in IP-related matters, have you tried specifying the a server IP on your server's command line?

Also, try dropping the Steam.dll included with steamcmd alongside the .exe or into the "bin" folder.

I am hosting this off of an NFO Dedicated server and I host CS:Source Servers just fine. I can connect to it just fine on my computer (and its not even hosted on my network its hosted in newyork)
But when people try to join though me it says Failed after 10 retrys.
When I start the server the final message the console outputs is:

Connection to Steam Servers successful.
   Vac secure mode is activated.
Here is my startup line "C:\csgo\srcds.exe srcds -game csgo -console -usercon +game_type 0 +maxplayers 16 +exec server.cfg +game_mode 0 +mapgroup mg_allclassic +map cs_office -tickrate 120 -verify_all"
