Gamemodes_server.txt.example has an _se mapgroup in it.
1. rename gamemodes_server.txt.example to gamemodes_server.txt
2. open gamemodes_server.txt and delete ( or change ) these lines:
"hostname" "SE
SERVER 24/7"
"mp_startmoney" "888"
"mp_maxmoney" "9999"
3. launch your server with "+game_type 0 +game_mode 1 +mapgroup mg_bomb_se +map
de_dust_se"
That _should_ work. Let me know if it doesn't.

Maybe in the current GameMode, the mapgroup with *_se maps isn't allowed.
You can modify you gamemodes.txt and test it.
