I've worked out the cause of my joining problems. If you set bot quota to 1, join through the community servers browser and then choose a team, you're stuck at the blue screen and it will refuse to join the game. If you join as spectator and then join a team, it won't fail.
I realised my thinking was off here, wanting to allow 1 bot in game with an actual human so the person can entertain themselves on an empty server. To accomplish this, I, of course, had to set the quota to 2. Never the less, it seems to me it's a small bug that you can configure 1 as a value, minimum should be 2.
