Linux operator here. I can confirm issues with 'say'. >From my client using 'rcon say blah' does NOT output anything on clients screens. Haven't looked at the server console, but it's kind of irrelevant if clients aren't seeing the message. I do not have any problems with RCON access / connectivity or other commands - it clearly looks to be a bug with "say".
