Already set that.

To be more precise, here's what's in my gamemodes_server.txt :

"bot_quota_mode" "fill"
"bot_quota" "10"
"bot_defer_to_human_items" "0"
"bot_defer_to_human_goals" "0"
"bot_difficulty" "2"
"bot_dont_shoot" "0"
"bot_chatter" "off"

The quota_mode is working, but only on rounds restart. Not live as you can
see it on the competitive servers I mentioned earlier.

Maybe it's just my understanding of these cvars that is wrong ?

I'm running a 20 slots deathmatch server in casual mode. From what I
understand, with these settings, I should have permanently 10 players (bot
or human) minimum. The bots should leave as humans are joining, and come
back when they leave. But in the facts, when a human join, he's just added
to the list, along with the bots.
