If you look at the new game modes_server.txt.example it has documentation of the new format.
Declare your mapgroup and maxplayers in game modes_server.txt Declare all of your cvars in game mode_casual_server.cfg or whatever mode you are running. You should also declare hostname here. I put mine at the top.
