He is banned already.
The problem is that it affects other people as well. It is exploiting the system really and to be honest, it's worse then cheating. Does cheating stop you from playing on a server? No, it affects your experience while playing, but this exploit completely stops you from playing. If you have been sticking around for long enough, you know that the KB article is not true. There have been manual VAC Bans, VAC Bans for things besides cheating, and VAC bans have been revoked in some cases as well. This is quite accurate: http://en.wikipedia.org/wiki/Valve_Anti-Cheat is accurate on this. In any case, something has to be done against people abusing this. There is a difference between someone who blocks people who he doesn't like and does not know it stops them from playing on the server and someone who blocks everyone on the server and everyone who joins (I suspect it might even be automated, can't tell for sure). No one will get VAC banned for using exlpoits and I highly doubt they would get their account freezed for something that's basically Valves fault and that could be done by accident too.
