A temporary solution is to use sv_visiblemaxplayers so if you have lets say a 12 slot server with 8 bots you could use sv_visiblemaxplayers 20. I'm sure someone with a little coding experience could easily make a plugin that automatically changes that cvar based on the amout of bots that are on the server.

All the slots used by bots are subtracted from the maxplyer count.
