It's a different file. You're going to either have to change sv_allowuploads to
1, and let people use sprays, or deal with the spam until Valve fixes it.
Disabling sprays through sv_allowupload 0 doesn't stop the checks for the
files. And there are always going to be requests for new file names.

Then something has changed in csgo. It stopped the spam for me in tf2 once
when i created it.
