Sprays arent supported in CSGO. What you see is just a remnant support
from older games in the engine.
That time isn't possible to change as far as i know in CSGO because the
cvar doesn't exist anymore.

mapchange occurs) to be quicker than 15 seconds? (mp_chattime doesn't
