Take off writeid and writeip just to test. I've seen cases in CSS where server.cfg doesn't need them but exec banned_user.cfg still needs to be there. I remember having those like that and still getting banned_user.cfg wiped on server restart so i took them off and all was fine. Then again it was a long time ago.

    Do you have these lines in your server.cfg?

    exec banned_user.cfg
    exec banned_ip.cfg
    writeid
    writeip

    They have to be in this order, otherwise this won´t work...

    Do you mean banned_user.cfg that contains players ID's? I'm not
    sure about CSGO but make sure you don't have writeid on the
    server.cfg. I don't even have that file, using SourceBans instead.

    This is the correct answer. On server.cfg, they have to be in the
    exact order listed below. If the "write" lines are above the
    "exec" lines - that causes it to overwrite to blank on startups.
