I don't use GOTV.. this was just a test. I added +tv_enable 1 to my command line and initially connected to Steam servers. I then joined and exited the server... after that the server console showed that the connection to Steam servers has been lost (reason = 1). Restart the server and connected to Steam again. This is on a Windows server.
