This sounds more like a resource issue rather than some sort of malfunctioning
engine code based on player count. Try running "report_entities" and see if
it's consistent with certain maps, check if he's running addons, try removing
them if he is and see if the problem persists.
What's CPU usage when this is happening, remember srcds doesn't support
multiple cores. Examples, if he's on a quad core machine, check if that srcds
process is eating up 25%, what tickrate is he running, there's a lot of
unanswered factors here.

Hi,
We do not see many CSGO servers with more than 30 players in the server
browser.
One of our customers has two servers that reach more than 30 players at
weekends, but there's a tiny problem.
When more than 38 players are on the server, the regs go mad.
Under 38 players, everything is fine.
Above 38 players, no one can hit properly.
There's nothing weird on the network, nothing weird on the machine which is
not even half full, the configuration is good.
Everything becomes really bad once the server has over 38 players.
Is he reaching the limits of CSGO?
Has anyone experienced that same "38 players issue"?
