Have you tried adding +mapgroup and +map command on your command line? This basic command line seems to work: srcds.exe -game csgo -console -ip xx.xx.xx.xx +clientport 26005 +port 26015 +tv_port 26020 +mapgroup mg_bomb +map de_dust
