We host many CS:GO servers on each physical machine. Each server
installation has certain directories sym-linked to shared files,
including the maps directory. This saves disk space and speeds up
updating.

Since the update removed SE maps from all servers and clients, the
only way to host SE maps is by using a workshop collection. I am
willing to implement my own steam workshop map downloader to keep the
shared maps updated but without the ability to disable automatic
workshop downloads on each server, there are a number of issues that
will occur.

- Multiple servers could download the same map at once, corrupting the
downloaded content.
- Server instances are spawned under different system users so if they
attempt to create the map files themselves, the files will either be
unable to be created in the first place, or will have incorrect
permissions and be inaccessible to the rest of the server instances.
- When servers fail while downloading a map they leave a partial BSP
file which reported as invalid but the map is considered up-to-date
and a re-download is never attempted.

We only host ~35 CS:GO servers at this point in time, but these are
major issues to any large scale game server provider and a proper
solution will need to be found.
