Just tried again and it's working... I think maybe I jumped the gun and the issue is with HLSW because HLSW is messing up with mapnames containing slashes (specifically *\12*) and instead of sending:
changelevel workshop\125681733\de_sultan2 it's sending something in place of the *\12* so the command looks like: changelevel workshop 5676755\de_sultan Sorry for the confusion, but perhaps this will help people trying to change the map from HLSW
