The old maps are bad and don't show radars.  If you insist on making a
server that doesn't use the workshop system, then you'll need to get a copy
of the current _se maps from the workshop and place them in csgo/maps, have
your clients delete any old copies & use the new ones (eg: from
sv_downloadurl).

Probably the easiest way to get a copy of the current _se maps would be by
launching a server with the workshop collection of maps you want and
waiting for it to download them all from the workshop.  Then look in
csgo/maps/workshop and you'll see a bunch of directories with numbers in
it.  Inside of each of those directories is the new map.  Copy that to
csgo/maps & place them in your sv_downloadurl.

Any client connecting with an old version will be kicked for a version
mismatch, meaning they'll need to kill their old copy.  Also these won't
auto update from workshop in the event that the map ever does update.  I'm
just using this as a stop gap until the workshop issues settle down and
then I'll probably be switching over.
