This is a question I asked early on with workshops. The gamemodes_servers.txt. right still loads however the mapgroups are not use when using workshop to define mapgroups.
So any variables you put in there's like maxplayers or executive to override gamemode_*.cfg still load. Winnie the Pooh TimetoKill.net Sent from my phone.
