I am getting the same error on the majority of servers using the workshop. This leaves servers in an unusable state just like many of the other workshop related issues.
The CS:GO workshop implementation has a number of bugs making servers which use the workshop very unreliable. At the very least Valve needs to implement a cvar which disables all interaction with workshop servers but still allows servers to host workshop maps and collections using the files they already have on the local system. This would solve a number of issues for large scale GSPs and would also mean that servers could still be used while the workshop is offline.
