I think I've found a "fix" for this. It seems like sv_workshop_allow_other_maps 
0 only works if hibernation is enabled. Though fortunately there's a way to 
enable hibernation and still have it disabled in practice by settings 
sv_hibernate_ms to 0. This is what I have in my server.cfg and since adding 
these there's been no random workshop map changes:

sv_hibernate_ms 0
sv_hibernate_when_empty 1
sv_workshop_allow_other_maps 0

Hmm odd. There are lots of issues I seean update coming soon. Lol my servers 
after it gets reserved ends up on De dust 2 normal maps from the maps folder

You allow your server to be reserved. They can play whatever map they want. 
Disable the cvar.
