The password protection has always been very buggy in GO. At first it didn't work at all (you could join password protected servers with any password) and even when they "fixed" it there were (and still are) many problems left. That's why myself I've given up on trying to use the built in password protection and luckly there are other in some ways even better authentication methods. One addon free option I've used with many games is Tunggle (http://www.tunngle.net/) and it works great for semi-private or private games since after setting sv_lan to 1 the server also dissapears from the server browser and overall becomes "invisible" even preventing DDoS attacks.
