Yeah this is a bug. It's annoying. I believe the issue is the tv_stop command doesn't get sent so the demo isn't complete. There have been reports of people typing tv_stop before the mapchanges and then the demo plays.
If someone has a way to playback these "corrupt" demos it would be really nice to know.
