The only workaround I've found for this is to enable the workshop collection, download all the maps you want, remove the workshop collection, move the maps from their corresponding workshop/#######/ folders to the original maps directory, and switch back to the old method of using mapgroups/fastdl.
Unfortunately, this has it's downsides as you'll have to manually get updates for the maps, and your players may have to delete old versions from their maps folder in order to get the new ones, but in the case of servers simply running the _se workshop mapgroup, it's a realistic solution, as those versions of the maps are the same ones that everyone already has, and are rarely (if ever?) updated.
