In other words, you can not mix the workshop with normal maps.
Use +ip instead of -ip then it should work, just the ports are open.

I'm curious whether your server is confused, since you have both
'mapgroups' and 'workshop' mapping methods in the command line. Can't do
them both. Pick one method, see if that helps.
