We had the same issue where the CS S server would not connect to VAC Servers after the June update. To resolve connection issues in the past, we had to run the Steam client on the Server before launching the game. However, the last CSS update from Valve reqired us to uninstall the Steam client from the server and all related Steam registries. This resolved our problem. Worth a try to see if it works for you.
