You have sv_workshop_allow_other_maps 0 right? I know people were having problems like this workshop first went live but haven't heard of it in a while.
Did you copy your maps/workshop directory when you moved physical servers? Are you using subscription lists outlined here: https://developer.valvesoftware.com/wiki/CSGO_Workshop_For_Server_Operators ?
