Deleting the two files did it.

I also start the server with authkey in the text file and 
+host_workshop_collection and +workshop_start_map in the command line.

I had an issue with my subscribed collection ids file. Deleting it brought it 
back but it still wouldn't write any valid/existing csgo collections when I 
went to host them on my server. I ended up manually having to paste my 
collection id in then delete the other two files. Worked like a charm after 
that.

So the solution generally seems to be on those three files but you might need 
to do some editing vs simply deleting them all if deleting doesn't work.

We specify the collection, map, and auth key in command line. If you have a UGC 
cache file I removed that too.

All are in  ./csgo   (the mod folder under base install)

Holy crap this is so freaking annoying. Workshop maps WERE working last night 
and now it's back to not working... WTF!!!!
