I’m running a Windows server. I’ve had the problem fixed by giving unique names
to gamemodes_server.txt to each server.
One of the two was gamemodes_server.txt and the other was
gamemodes_server2.txt. I’ve changed them to gamemodes_server1.txt and
gamemodes_server2.txt.
Now server #2 can load gamemodes_server2.txt correctly. It was loading
gamemodes_server.txt instead.

Maybe you have capital letters in your serverpath. On linux system the srcds
had more than one time semilar problems. For example the custom folder on a css
server doesen't be recognized, if the path have capital letterst. Maybe you
have a semilar problem. Post the whole path to your server.
