My servers are also working fine now:

Ubuntu 12.04 Server
Metamod Source 1.9.3
Sourcemod 1.5.0 hg3890 snapshot

Removed the 3 files:

subscribed_collection_ids.txt
subscribed_file_ids.txt
ugc_collection_cache.txt
