Could be also steamcmd being just "stuck" and not doing it's job. It happens much less than before but the fix is to re-install steamcmd to another dir and run it from there. At this morning, speeds for updatng were not that great for me. If it's just taking long, could be that the content servers are busy at your area and the download happens from far away one that is more or less crowded also.

And that is EXACTLY why leagues and "true" competitive players won't play it. Random factors shouldn't be included in maps.
