Looks like this only happens on the competitive seaside map. Sometimes you cannot buy the Kevlar or Kevlar + Helm. The game takes your money away but does not give you the armor. The item does not gray out in the buy menu. Trying to buy the armor again that same round will waste your money again.
Valve please fix this
